I already have RemoteDelivery setup with a gate to my ISP.
Is there anything else that can be done to stop emails that are forwarded to Hotmail from bouncing?

Yes. In all probabolity, you are being denied service because many mail servers reject mail from dynamic IP addresses other than their own pools. What you want to do is to use your own ISP's mail server as a gateway (see the <gateway> tag for the RemoteDelivery mailet).
