How to adjust the spool to user delivery delay?

Hi (i try again :-),

when i send mails on my localhost they are kept
in the

 var\mail\spool

directory for a minute or so until
they are put to the users

 var\mail\inboxes\joe

directory.
How can i reduce this delay to say one second?
