Yes.. and No. Not accepting any mail intended for your local users is a very unrefined way of dealing with spam! SMTP AUTH prevents people from using your server as a relay, and relies on credentials rather than any knowledge of network topology. spam destined for local users needs to be sorted according to content, or against black or white lists, or using one of the new wave of sender identity mechanisms.
