First step would be finding out which process owns the port, then you can
stop it. http://www.chebucto.ns.ca/~rakerman/trojan-port-table.html lists
various applications for MS-Windows that will show you port information,
including several that will show you which processes are using which ports.
One is a free download from Microsoft.
