I'm not 100% sure I understand what you want todo, but have you looked at the smtphanderchain.xml configuration file (especialy the MAIL config in there ?

I had a version of james that would checked the validity in the smtp
module and tar pit the user if the ip did not come up with a valid MX or
domain.
I since replace that code, which is now lost, with 2.3.2.
it seems to do this process after tne smtp module so lets a lot of non
valid IP get processed.

Have a missed a configuration?
