james-listmanager.xml XML Error James3.0-M1

While working through the new config files, my XML editor coughed on the 
james-listmanager.xml file.
It is considered invalid to have two root rags <mailet ...> in the same xml 
document.
Usually multiple tags like this would be enclosed in a single "collection" tag 
such as <mailets>
This may cause problems for xml parsers.
