John, I feel that SOA Governance is a discipline is more over-arching than to just start from Solution Outline phase of a project. It starts or should start , in my mind, right from the strategy and planning phases. The idea is to come up with SOA Governance as a discipline and the various activities that needs to be performed at various stages of the project lifecycle. Eager to know whether some write up / white paper is done on SOA Governance as a methodology. I wanted to build up on my article (http://www-128.ibm.com/developerworks/webservices/library/ws-soa-govern/) and create something that is more of a framework for SOA Governance.
