With interest I have read your question: SOA governance. My first reaction is that SOA is a specific kind of way of looking and working with IT. Services are the basis, where service levels are agreed upon. So managing, governing theses services is specific way of managing IT in organisations. In organisations managing IT is moved down to tactical level. Although IT is a strategic means, the management of these kinds of resources ought to be at tactical level. At strategic level, Board level, one needs knowledge of the information and communication in organisations as a corporate resource. Based on this (and other) knowledge strategic management will manage investments and exploitation of means as IT. This can be in terms of services, but also in terms of application landscapes and other terms. So, SOA governance is not an issue by itself. If I would evaluate the term, it is a way of management of the exploitation of IT based on contracts (like service level agreements). So you can look at any approach of management based on contracts. The management/governance of information and communication at strategic level is quite new. Relieving strategic management of technology, IT, thinking is very necessary, but hardly done yet. This notion will grow in the future, moving IT issues down to tactical level where they belong. Again, IT will be strategic for a long time to come, but its management belongs at tactical/operational level. As a conclusion: what do you mean by SOA governance? To put it in more practical terms: which side of the contract are you looking at?
