You are definitely right to mention that a service blueprint is necessary. I think you mean a SOA business blueprint. A SOA technical blueprint might also be necessary by the way.
I have a question for you, do you think it has to be discovered from business processes or from the set of existing applications? I also understand 100% what you mean by "The application team that identified it may not be prepared to take on the role of enterprise service provider". I think we need coaching and coaching again but it is essential that every application/domain team understands its role in the whole enterprise processes. I think most of them already have this awareness they just miss service design know-how. Change capability in a SOA is critical. We must be able to change a service smoothly, know exactly what the impact is and be able to manage that.
