Yes, they does but in certain priorities: business goes first. In this case, development has to modify itself and find processess and procedures driven by business needs rather than convenience of development based on previous experience. Latter IS the most important part of my statement; we have to produce 'new' conveniences for our development ( by 'we' I mean development managers and developers )
