I completely agree.  SOA is an enabling technology to BPM.

As stated,  many of the current services developed by IT people are too 
fine grained.
Therefore, there is a need to merge "services" before connecting them. I 
think
SOA offers the technological flexibility to add, change, merge, and 
reconnect services
to optimize an business process.
