Hi Mark -- I remember this very well. The problem wasn't the whole RPC / REST / IIRC or whatnot -- the issue was that Tim was speaking from a content perspective whereas the rest of the conference was speaking from an applications perspective and the semantic integration he was talking about was content-oriented, rather than applications-oriented. It was confusing and it seemed out of place at the time. Besides, I thought it made sense to give Tim a bit of a challenge - he gets too many softball questions from all-too-adoring fans. The dude did come up with the Web, and indeed, it forms the basis for the thought processes behind REST. But if you recall, the conference was about Web Services, and his talk seemed out of place (and it was!) If it was a semantic integration / REST conference, I'da kept my mouth shut.
