I use the one that comes with Eclipse's WebTools project. I don't know if
its the best - but I like it for these reasons:

1) it has a graphical and text/xml view and both stay in sync.
2) in the text view it has ctrl-space completion for WSDL and Schema syntax
3) The graphical view extends to schema support as well
4) You can test the WSDL directly using another built in test tool
5) You can validate the WSDL against WS-I (and general correctness)
6) Its completely free

The only reason I don't like it is because its quite big to download if you
just want WSDL editing.
