Well, I guess my view is that if there is a "Design time governance" that 
developers are worried about, then the wrong people are in charge of how that 
governance is occurring.

Developers typically get worried about stuff that adds indeterminate schedule 
into their work flow.  Then they are no longer in charge of the deadlines that 
they likely didn't set anyway, and will get bombarded with complaints when they 
aren't met.

What do you think are the key governance issues for developers vs managers of 
developers?
