Full Disclosure: my employer is Software AG, a prominent SOA technology vendor

I would recommend starting by learning the design, architecture and adoption 
aspects of SOA. Once you have a level of comfort with what is different and 
valuable about SOA, you can dive into technology that supports SOA.

You could start with the well know series of SOA books by Thomas Erl.

Among books for SOA newcomers, I particularly like 'SOA Governance' by Todd 
Biske. It walks you through key concepts via a realistic 'story' of a company 
adopting SOA.

For training, we have worked with Zapthink in the past to train internal staff 
as well as customers. There are also training offerings from SOA School and 
Everware CBDI. 

Finally, I am a co-author of 'SOA Adoption for Dummies' available for free at 
www.soaadoptionfordummies.com
