I have encountered this previously, but for many reasons have never
been able to take the time to troubleshoot it much. What I have
perceived is that the deployment of a SA goes bad, user shuts down
SMX, SMX persists the state of the bad deployment, SMX is started up
again, SMX extracts the previous bad deployment state from the
persistent store (i.e., the data dir) and things are whacked. The one
thing that typically gets overlooked is undeploying the SA that failed
deployment before shutting down. However, somewhere in that process
something goes awry and I've never been able to take the time to
figure it out.

My quick solution has been to undeploy the bad SA, shut down SMX,
remove the data dir and restart SMX. After doing this a restart resets
everything and I can continue along.

The one thing I'm missing from the equation is a SA that deliberately
causes this problem. I have tried to recreate it before but I've never
been successful. If you can reproduce the situation and provide the
SA, it would really be helpful if you could file a JIRA issue on it so
that we figure out what the heck is happening.
