I think servletrunner has been replaced in 2.1.
The server I am using with 2.1 is run and stoped using the startserver and
stopserver batch files respectivelty.
These are located in the \install-dir\startserver.bat &
\install-dir\stopserver.bat
You need to make sure the java binary is in your system path
