You're assuming that simultaneously means "at the same moment in time".
What it actually means is a second request can be issued before the first is
finished processing.  This can happen if you have two browser windows (of
the same browser, 1 IE window and 1 Netscape window won't share the same
session) open and submit requests to the same site nearly simultaneously.
