So that means I can put my Mail API(+Java Bean Activation.jar) and JDBC Driver in that directory and they will work ?

That's not a bug, that's a new feature of the Java2 environment called the Java Extension Mechanism.  It's job is to make setting up your system easier.  Since you no longer have to set up the classpath.

I found the solution to the problem, its a BUG.   You have to move the
JSDK.JAR file into the c:\jdk1.2.2\jre\lib\ext\  directory which forces
the compiler to see the jar files. Hmmmmm Nothing is ever simple.
