Sun don't monitor the servlet-interest list for feedback. You have to

That's a point of view but there is stuff that you can do with
Collections that you can't do with Dictionary (ordering and different
views of the data).
The classes are also more robust from a threading point of view.
Before API 2.1 came out this list was polled for JDK version and the
vote was pretty unanimous (then) for JDK1.2.
Lastly note that the proposed changes won't break very many servlets
(_)practically_ none at all).
