 An afternoon spent browsing the servlet spec would be a
great investment. It's suprisingly clear and easy to read,
with lots of background info and explanatory text. In this
particular case you might check out:

   HttpServlet.getLastModified()

 The only problem is picking the right version. 2.3 is the
latest, but it's not quite finished yet. I usually read 2.3,
then check back in 2.2 on important points to make sure
nothing relevant has changed. Both are available at:
