Well, this happens from time to time, not every day
but when a sufficient number of questions remains unaswered,
obviously I've reached that point :-).

I searched getLastModified in tomcat 3.2.1 source
and found just one occurrence in
org.apache.tomcat.protocol.WARConnection.
This explains to me why tomcat serves static content
again and again.
