Well, there is a list policy document, but it could be more visible.
I think the last time I saw it was when Remy Maucherat introduced
himself (herself?) to the list as the new moderator back in November,
the list policy was attached.   Ways to make it more visible include
posting it periodically to the list, posting it on the list web page
(e.g. the archives), and sending it out to new subscribers (many list
management programs have a way of doing that automatically).

I believe they all do.  But if that's all the off-topic stuff you've
been seeing, consider yourself lucky :-).  It would be nice to have a
servlet-related list that excludes servlet-container specific
questions, but I think it would be pretty hard to expect that to work
-- it can be a fuzzy line, and it'd be hard to get people to abide by
that distinction -- I mean, look at this list now, we can't even get
people to exclude things that have barely any connection to servlets!

I know what you mean.  FWIW, you might look into the advanced-servlets
and advanced-servlets-tutorial lists, I think they're on yahoogroups
(nee egroups).
