a bit more data on this issue: I misspoke earlier. Both the "site default workflow" and my custom workflow each have a "state" by the name of "visible". However, in the site default, the "title" for the state is "Public Draft" and in my custom workflow the title is "Visible".
So, its pretty clear now that the "state title" of the site default workflow is displaying in folder contents view instead of the "state title" of the workflow applied via policy.
