AFAIKT the user name is the email address (including the literal @). But for various reasons the *home folder id* uses a normalized version thereof which is essential the url encoded email address. https://dev.plone.org/collective/browser/Products.PlonePAS/trunk/Products/PlonePAS/utils.py#L24 gives the full detail.
