So your problem is not the ARC process, but that all the ARC
members are overloaded, especially with everyone trying to pile
in dozens of open source projects at once, and you picked one
that was especially busy.
As a developer tool case, this sounds like one more appropriate
for LSARC, so perhaps an LSARC member/intern would be a better
choice? (LSARC also has a simplified checklist form to narrow
down how much review a open source import case needs.)
