While I saw you filed the RFE, you don't need a bugid to file
an arc case. You can also file a one-pager, or even just a description
of what you want to do (usually the bug doesn't have enough info
for arc anyway). You would need a bugid for integration later though.

btw that's a bogus category it's for some US standard thing
I think. or maybe some UI thing, I only recently found out it
actually meant something :) It's in consolidation/sfw now,
but you should probably plan to create a utility/expect cat/subcat
eventually (though again, that's mostly for your sponser).
