Info and man pages are okay in the base package, but development
files need to go into a separate package so that they can be
in the developer metacluster.  There's no Sun-wide convention for naming
development packages: JDS uses SUNWfoo-devel, X uses SUNWfoo-headers,
openssl uses SUNWfoo-include.

I think it should be root:sys to be consistent with /usr/share.
