I believe that's an ON requirement, though I also think it
predates the requirement to always file an RTI (projects
didn't have have a bug and file an RTI until sometime in S10,
so their putback comments and sccs deltas listed the ARC case).
In sfw you now always have to file an RTI as well, so we
don't require the ARC case in the comments or the deltas.
You can certainly have it there if you like, but I'm happy
with it listed in the bug so it can be found easily (not just
in the RTI though).
