You really aren't suggesting I propose TLA's are you?

Could do something as simple as tkc and tclc.

Or, it might be possible to place all the tk manpages in
a single section iff the man pages themselves made it
clear what was C and what wasn't.

Having non-C APIs in section 3 is the strange thing.  Maybe
that's where we aren't doing the rational thing.
