I'd think SUNW0coreutils would have the added advantage of knowing they can
release the entire localizable contents as part of their open source deliveries
instead of having to try to split out the parts of SUNW0man they can and can't
release to open source.

Absolutely - we should make it easy for the community to deliver new locales
as add-on packages if they want to support locales we don't, instead of forcing
them to rev the base package.
