If I understand you correctly, its just a matter for deleting the 
'depend' file from the checkedout pkg dir (ie. from the src repository) 
and then adding
     DATAFILES= depend
into the pkg's Makefile.

But remember, in a built ws if a pkg doesn't have its own 'depend' file 
the build process copies the one from common into the pkg dir (that's if 
I remember correctly). So that might be why there are lots the same as 
the common one, so don't get confused by that.
