I seem to remember looking at the OSR's for these and they
were under the new auto-approved gplv2 thing. Perhaps it
doesn't tell you to do that? I seem to remember this preamble
being added because of email between the legal folks and the
engineer, or in some other place than the OSR anyway. It should
be though.
And yes, lots of things have not been updated because the preamble
is fairly new and they predate it. New things have had it added
though.
