The reason you are unable to find any reason for --localstatedir in
6912643 is: 6912643 has nothing to do with ${localstatedir}.
The reason for passing --localstatedir to ./configure has been
discussed here several times, in the past.
Every single autoconf-generated ./configure script places
${localstatedir} in ${prefix}/var. This would mean: /usr/var. This
location is not possible in Solaris.
However, that is not the point of this CR, or of the code review request.
