We put a script in front of qstat. Aside from some nicer formatting and defaulting to our favoured output options, it does a certain amount of caching of extended/slow-changing information (e.g. submit times), which reduces the load on the masters. It could be worth doing something targeted like this if you know what your users are trying to find out, especially if you can include links to a how-your-scheduling-works FAQ in the output ;) It doesn't seem unreasonable for them to want to get this sort of info though!
