A long time ago, I wrote CodeWrestler
(http://henning.schmiedehausen.org/eyewiki/Wiki.jsp?page=CodeWrestler)
which can wrestle licenses into these files. I used it for some
Velocity releases and I know that the Turbine people use it all the
time. I had some plans to roll it into rat, but as it is written in a
language I try to forget (python), I would have to convert it to Java
first.
