You are correct in your understanding of how the competition works.

In the past we have had competitions with foursomes composed to two players from each club. 2-man team best ball. These promoted an "us vs. them" atmosphere.

However, as these are more "fun" kinds of events, the format described below has been used and is quite popular with all the golfers. This results in the need for two pools of golfers to draw from.

* A foursome is a TEAM. The foursome comes in first, or fifth, or whatever.
* The competition is net stroke play.
* The team's net strokes on any hole is the sum of its two best net scores.

I'm afraid I don't know anything at all about handicapping such
competitions. My only comment about your problem statement is that it
seems to complicate things by considering the individuals from
different clubs. Why not just a common pool of golfers with handicaps?
