Shorewall6 was developed and tested using kernel 2.6.25 (and later) and iptables 1.4.1.1. To date, it has had no testing done on earlier kernels. We know that kernels up to approximately 2.6.23 would accept commands but then silently do the wrong thing (or do nothing). So we have chosen to make 2.6.25 the minimum kernel version.
