from ?
Did you compute it or was it given from a tutorial/documentation ?
Same questions for rate and ceil for VoIP ?
Your downloads are maybe slowed when a call occur (tcp-ack priority is
less than VoIP).
Firstly, I'd rather try a simplified configuration:
