What would be really useful to help understand and fix the problem is if
you could provide us with an example. Take one of your photos and
provide us with the following info:
* The tag hierarchy in F-Spot,
* The tag entries in the photo metadata,
* The resulting tag hierarchy when you import that photo from F-Spot
to Shotwell,
* What you would have expected the tag hierarchy to be in Shotwell
(i.e. where did it go wrong).
I don't know why it is set as 'fixed': it is not. Any way the ticket I
was referring is the more general #4501.
That's because your understanding of the problem is different from the
developers'. By providing the details above, we can fully understand
where the problem is and fix it.
