While users may not expect this behavior, it's what we decided on at some
point.  Shotwell considers tags to be associated with photos, no the other
way around -- for this reason it didn't make sense to use to let empty tags
persist across Shotwell sessions.

I can't replicate this bug.  Is there something more that needs to be done
to re-create this?  Also, which version of Shotwell are you using?
