We've looked into this here just a little bit and have a couple of theories 
about the problem.  It's possible Shotwell is mistaking this file as a RAW file 
(they're similar in structure with TIFF) and trying to decode it with LibRaw 
instead of GDK (which decodes TIFFs).  I've filed a ticket here: 
http://redmine.yorba.org/issues/6355

I don't know when we'll have this problem solved, but it's in the queue!
