Hi Thomas, The general rule is this: take one of your video files and open it in Totem. It Totem can play it, Shotwell should be able to thumbnail it (since they're both wrappers around the underlying GStreamer infrastructure). If Totem can't play the video, then that's a GStreamer issue. If Totem can play a video but Shotwell can't thumbnail it, then that's a Shotwell bug and you should definitely open a bug ticket for it!
