I think I see the problem, Grant.

Shotwell is being conservative here. It will copy the photos to Pictures, but since it has the imported photo in its database (admittedly in a different directory) it aborts the import.

We have had some requests for a feature that you're looking for, notably http://redmine.yorba.org/issues/5773


What I would do is this:
1. In Shotwell, Edit -> Preferences
2. Enable "Watch library directory for new files"

Note that this will add all pictures and videos in Pictures to Shotwell. I don't know if you want this or not.

3. Quit Shotwell
4. Move the photos from photodump into Pictures manually (using Files or Nautilus)
5. Start Shotwell

Shotwell will do a scan of your library directory (Pictures) as well as of all photos not in Pictures. When it detects the moved photos, it will update its database. Give this process a few minutes, it might take Shotwell a while to find all your photos depending on the size of your library.

I do see the photo in Shotwell.  When I Show in File Manager, it
appears in /home/grant/photodump/ which is the folder I import from.
How can I ensure that all of the photos in /home/grant/photodump/ are
copied to /home/grant/Pictures/?  I thought I always chose the copy
option as opposed to importing in place.  How can I be sure it's OK to
delete the contents of the photodump folder?
