I tried it but I'm not sure how that is different from just importing
in place. What I like about the copy option (as opposed to importing
in place) is that the photos are physically copied into a meaningful
directory structure based on date instead of remaining jumbled
together in the photodump folder.

Maybe I should delete the shotwell database (how is that done?) and
start over with the import and copy option? The problem is I will
never know if it's safe to delete the contents of the photodump
folder. I think a move option in addition to the copy option would be
ideal because using it would mean nothing needs to be manually deleted
from photodump. If the file doesn't exist in photodump after an
import, it has been moved. If it does exist after an import, it has
not been moved and something is wrong so don't delete it.

What I'm suggesting is essentially an in-place import, but because you're moving them manually, you can choose where the photos should go. If you did an in-place import from photodump, the photos would remain there.

If you want Shotwell to copy in your photos and organize them in directories by name, that is also something we'd like to offer but don't have today. If you're comfortable, yes, you can delete your Shotwell database and start over. I would be careful about this, since you'll lose any changes you made to the photos (such as auto-enhance, tags, etc.). Some of those changes can be written out to the files (tags, for example), but not all of them.

If you truly want to delete the database, these commands will do it (warning, they won't ask for confirmation):

$ rm -rf ~/.local/share/shotwell
$ rm -rf ~/.cache/shotwell

You could also consider in Shotwell selecting Edit -> Select All, then Edit -> Remove From Library. Choose "Only Remove" to clear the library -- none of the files will be deleted or moved to the desktop trash. This will clear your library without those commands, which can be dangerous.

I've ticketed moving photos during import: http://redmine.yorba.org/issues/6929 It's a good idea.
