setup is documented by Makefile (see setup-shr-core target).

Yes distros are usually in separate layer like meta-smartphone/meta-shr,
it was renamed to meta-smartphone because it holds not only meta-shr but
also meta-fso and BSPs meta-nokia/meta-openmoko/meta-htc/meta-palm and
maybe meta-aurora will be there too.

Yes please do, I listed GNUtoo as main maintainer for meta-htc layer,
but if you plan to work on it, you should get own R/W access too.
