I think that problem is easy to solve, since I have navit since ages configured in my profile I forgot that this isn't the standard way.

My config looks like this:

drwxr-xr-x    5 root     root          4096 Feb  1 13:04 skins
-rw-r--r--    1 root     root          1138 Sep  9 11:36 speach.xml

I've a copy of most of navit's config file in my homedir in a folder '.navit'. Your navit.xml should look similar to the attached one
