The line speed is reported by the modem after a connection has been
negotiated. A modem initialization flag tells the modem whether or not
to report the modem speed (which is pretty handy in a script; you dump the
connection if you get a slow modem from telesys). I assume that win95
gets the line speed information the same way, so it is probably as
accurate. You are probably on a lousy exchange or have some noisy wiring
to your house.
