This is not true. The original copyright holder is free to release the
code under a different license. The GPLed version will stay around
however.
The tricky part is that if you release something under the GPL and
other people contribute code to it, they own the copyright on their
contributed code, so you would need their permission before
relicensing it.
Unweildy, but certainly possible.
