It's not being set during the system initialization.

As for where to look, it depends on what distribution you're using.  In
slackware or some other bsd derivative, look in /etc/rc.d/rc.inet1.
For redhat/mandrake/SysV look in either /etc/sysconfig/network,
/etc/sysconfig/network-scripts, or /etc/rc.d/init.d/network.  Somewhere
therein lies the problem.
